I wrote about the history of NAGPRA to some extent in my book <A HREF="http://www.bauuinstitute.com/Publishing/RespectAncestors.html" REL="nofollow">Respect for the Ancestors: American Indian Cultural Affiliation in the American West</A> and McCain was never part of that history.
