According to www.reclaimthepeaks.com, the phrase represents an initiative founded by the Flagstaff Chamber of Commerce and the Flagstaff Ski Club to inform the public about the Arizona Snowbowl ski resort and Coconino Forest's Upgrade Plan that includes the use of reclaimed wastewater to make artificial snow.
