I've seen the "pattern" go the other way: Within a couple of miles where I am now, a tribe established an off-reservation government installation/office. Then they turned it into a casino.
Writerfella here -- What is wrong with this statement? "Large areas of a county or a region have morphed into a separate tribal government, a separate "nation," operating under its own rules and not those of the host state or county." 1. Such areas can fall under jurisdiction of a tribal government, but they cannot "have morphed" into a tribal government. 2. Tribal governments do not operate under their own rules but instead operate under tribal constitutions that are based upon and directly drawn from the US Constitution, as do state and territorial governments. Lastly, that editorial cartoon comes from a fairly recent edition of THE DAILY OKLAHOMAN and only shows half the real landscape here in Oklahoma. The other half is rife with the proliferation of lottery sales sites and state-authorized 'racinos,' where the state operates casino machines at several racetracks. When Oklahoma opted for the lottery, both the governor and his state treasurer were fully confident they also could regulate and restrict the Native Gaming industry. Oh, how I love backwards-history science fiction. I wonder if that guy read Fritz Lieber's ""The Man Who Never Grew Young""?
